The Department of Families, Commemoration, and Heritage at the Ministry of Defense works with external suppliers across various fields. We gathered all the information about the process of joining as a supplier in the field of mental health counseling.
Obtaining a supplier number from the Ministry of Defense
The process of opening a supplier number with the Ministry of Defense is managed by the Suppliers Unit in the Defense Procurement Directorate, the procurement body of the Ministry of Defense. To register with the Ministry of Defense as a "Ministry of Defense Supplier," please visit the E-commerce website, go to the top menu under 'Supplier Information,' select 'Supplier Registration,' and then 'Online Registration for a New Supplier'.
After filling in the required fields on the website, you will receive a reference number. Your handler's details will be submitted to the Suppliers Committee, and upon completion of the process, you will receive an email notifying you of your registration as a Ministry of Defense Supplier, along with your supplier number, username, and password for the e-commerce website. This website is used by Ministry of Defense suppliers for signing agreements, tracking invoices, and more.
Join the supplier database in the field of mental health counseling at the department
To join the emotional care provider database of the Department of Families, Commemoration, and Heritage, please complete the online registration form, whether you are joining as an independent provider or as a therapist working in a clinic.
Please attach the following documents to the application:
Confirmation of receiving a supplier number from the Ministry of Defense.
Updated resume.
Education certificates and licenses.
Copy of ID card.
In some cases, a personal interview may also be required in addition to the eligibility criteria listed below.
Institutes and clinics joining as suppliers
For clinics and mental health centers to serve as providers for the Department of Families, Commemoration and Heritage, the following steps must be completed:
First stage – registering the clinic with the Department of Families, Commemoration and Heritage
After receiving a supplier number from the Ministry of Defense, you can submit an application for registration with the department.
To apply, the following documents must be submitted for review by the department's professionals:
- Clinic description: Provide a document (up to one page) detailing the types of populations treated at the clinic, the treatments offered, specific specializations, staff members, etc.
- Proof of experience: Confirmation that the clinic has been operating for at least 3 years.
- Professional certification: Certificates showing that the professional manager at the clinic meets one of the following criteria:
- Clinical/rehabilitation/educational psychology specialist supervisor.
- Social worker psychotherapist with over 5 years of experience since completing psychotherapy studies.
- Psychiatrist.

Second stage – registering the clinic's therapists
After receiving written approval from the Social Services Unit in the Department of Families, Commemoration and Heritage, the clinic's therapists who meet the criteria must be registered. Only approved therapists from the clinic will be able to treat clients referred by the Department of Families, Commemoration and Heritage.
Therapist registration can be done digitally using the online registration form for the Department of Families, Commemoration and Heritage's therapist database.
The following documents must be attached to the form:
- Updated resume.
- Education certificates and licenses.

At the end of this stage, you will receive a notification with the approved rate for you, according to levels 1 to 3.
Areas of treatment and payment rates for institutes and clinics
Agreement with the Department of Families, Commemoration and Heritage
Possible types of engagement for work as a provider in the field of mental health care with the department:
"Referral supplier" / "Arrangement supplier" (supplier receiving payment from the Ministry of Defense)
After receiving a supplier number and approval as a provider meeting the treatment criteria, you must sign a service agreement as a mental health care provider. The agreement will be sent via email by the Social Services Unit along with instructions for signing the agreement and a link to the personal area on the e-commerce website.
This agreement is valid for 4 years and is based on a standard estimate for a new provider.
After signing and completing the integration of the agreement into the system, you will receive an email confirming the completion of the process and the ability to start treating bereaved family members through referrals provided by the social worker in the relevant district.
Approved providers will appear in the digital therapist database and must submit an invoice at the end of each month along with the referrals and signed treatment logs for the treatments performed.
How to submit a payment request for Ministry of Defense providers
Before starting treatment for a bereaved family member, you must receive a referral from the accompanying district. The referral includes a treatment tracking report, which must be signed by the client at the end of each session. At the end of each month, the invoice must be submitted with the referral and treatment tracking report through the invoice submission system.

Cancellation: If the treatment referral authorizes payment for a canceled appointment, the cancellation must be recorded on a separate line below the approved treatment, for each date separately. Do not combine the cost of the treatment and the cancellation fee in the same request.
Appointment cancellation: According to the psychosocial therapy provider agreement, in special circumstances where the bereaved family member does not attend the scheduled treatment and does not notify 23 hours before the appointment, the Ministry of Defense will pay the provider 50% of the hourly treatment rate, up to a maximum of 3 times per year per provider.
The provider must keep a copy of every invoice or payment request submitted to the Ministry, including the referral and treatment reports.
- The Department of Families, Commemoration and Heritage does not guarantee referrals to you; each bereaved family member chooses his or her own therapist.
- A digital database for finding emotional care providers is currently developed. Only the details of therapists who have an agreement with the department (not reimbursement-based therapy) will appear in this database.
- It is prohibited to start treatment without receiving a referral from the social worker, which constitutes the Ministry of Defense's commitment to finance the treatment.
- Clients must sign the treatment tracking log at the end of the month (this has legal significance).
- Any changes in the frequency of the treatment / remote treatment require the social worker's approval and an appropriate referral.
- Once a year, a treatment extension report must be submitted to the social worker (the form is attached in the email).

"Independent reimbursement supplier" (supplier receiving payment from bereaved families)
Providers approved as meeting the department's criteria as an authorized therapist. Referrals to them are made independently by bereaved family members. Payment to the provider is made by the bereaved family members, who are eligible for reimbursement according to the rate set by the department.
Since the provider's engagement is directly with the bereaved family member ("independent reimbursement provider"), the provider will not appear in the department's digital therapist database.
Process for joining as a reimbursement provider
If you have been contacted by a bereaved family member eligible for reimbursement for mental health care, you must complete the form and attach your professional certificates, so that the family member can receive reimbursement for the treatment upon presenting the receipts provided.
Areas of treatment for therapists as "referral supplier" and "independent reimbursement supplier"
Psychology
Intended for psychologists who meet one of the following conditions:
- Specializing in clinical, medical, rehabilitation, educational, or occupational psychology.
- Interns in clinical, medical, rehabilitation, or educational psychology in their third year or above, working in a clinic recognized by the Department of Families, Commemoration and Heritage, and receiving continuous supervision from a certified supervisor.
Social work
Intended for registered social workers who meet one of the following conditions:
- Bachelor's degree with at least 5 years of professional experience.
- Master's degree with at least 3 years of professional experience.
- Preference will be given to those with a three-year psychotherapy certificate or a certification in couples and family therapy.
- Proof of registration in the social workers' registry.
Expressive and creative therapy
Intended for individuals with a master's degree in expressive arts and creative therapy, with at least 5 years of experience.
Psychiatry
Intended for specialists in psychiatry or physicians registered with the Ministry of Health as being in the process of specializing in psychiatry.
