One-time grant and loan for parents, widows and widowers who have not received assistance for purchasing a first home, relocating, or paying off a mortgage

What can you receive?

Bereaved parents

The possible grant for relocation is up to the difference between the price of the sold home and the price of the purchased home (provided the purchased home is more expensive) and up to a maximum of 104,396 ₪

The possible loan available is up to the difference between the price of the sold home and the price of the purchased home (provided the purchased home is more expensive) and up to a maximum of 132,111 ₪

Eligibility conditions 

  • You do not own another home or a part of another home, except for the home from which you wish to move.
  • Eligibility for the grant will only be approved if the price of the sold home is less than 1,978,745 ₪. This amount is determined according to the first tax bracket in the Real Estate Taxation (Betterment and Purchase) Law. The amount was updated on January 15, 2025, and is valid for the next 5 years. 

Widows and widowers

Grants for relocation 

Grant for a widow with children (children of the fallen) - if you have children under the age of 30, who live with you and unmarried, you are entitled to a grant of up to 207,077 ₪ - note that 20% of the price of the sold home, as stated in the contract of sale, will be deducted from this amount. 

Grant for a widow without children (children of the fallen) - if you do not have children, you are entitled to a grant of up to 79,699 ₪ - note that 20% of the price of the sold home, as stated in the contract of sale, will be deducted from this amount.

Bereaved parents and widows experiencing a second loss

Bereaved parents and widows experiencing a second loss are eligible for 200% support.

It is possible to choose between receiving one 200% grant or two separate 100% grants.

How to apply?

For the review of the application, please submit the following documents, after receiving preliminary approval, through your account:

In the case of construction, you must also submit:

  • Land purchase agreement in your name. 

  • Building permit. 

  • Approval of the completion of the structural framework by the executing parties (engineers, contractors or architects) - without this approval, assistance will not be provided. 

  • Price quote or agreement with the contractor, including details of finishing works and costs. 

If necessary, we will contact you and request additional documents to review the application.

What happens after you apply?

  • We will respond within 17 business days from the receipt of all required documents. If there is any delay, we will make sure to inform you. 
  • After eligibility is approved, the reimbursement will be transferred via the monthly benefits slip. 

Stages of loan approval

  1. In the first stage, you need to send us the application and documents through your account. 

  2. The application will be reviewed by a welfare worker, who will respond within 26 business days regarding eligibility for the loan. 

  3. Transferring your details to the bank - after receiving the details, the bank will send you a notification that the loan can be utilized at any branch of the First International Bank of Israel, at your choice. 

  4. The referral for the approved loan will be valid for 4 months only, and the loan must be utilized at the bank before it expires.

  5. Loan utilization - the bank will notify you via SMS about the transfer of the loan to your account. From this stage, the loan repayment amount will be deducted monthly from your benefits.

Loan guarantee

  • In some cases, it is necessary to present guarantors to the bank for the loan. The guarantors will commit to repaying the loan to the bank in case you are unable to pay.  
  • The guarantors can sign the guarantee at any of the bank's branches, not just the branch where you chose to apply for the loan. 

Modification or cancellation of the loan

If you need to cancel an approved loan, or shorten or extend the repayment term, please inform the welfare worker.
