The maximum assistance provided for purchasing a first home is a loan up to 655,211 ₪Last updated on 1.1.2026.

Grants will be provided as detailed below.

Bereaved parents and widows experiencing a second loss

Bereaved parents and widows experiencing a second loss are eligible for 200% assistance.

How to apply?

The following documents must be submitted through your account:

  1. Documents indicating additional funding sources (excluding assistance from us) available to you for purchasing a home.

  2. A document by the Tax Authority detailing any registration of properties you own and have owned.

  3. Original purchase agreement or a certified copy. 

  4. Confirmation of first payment - receipt or signed confirmation by an attorney.

  5. Official confirmation indicating the registration of property rights in your name or the registration of a cautionary note in the land registry.

In the case of construction, you must also submit:

  1. Land purchase agreement in your name. 

  2. Building permit. 

  3. Approval of the completion of the structural framework from the executing parties (engineers, contractors or architects). Without approval of the completion of the structural framework, the assistance cannot be utilized. 

  4. Price quote or agreement with the contractor, including details of finishing works and costs.

What happens after you apply?

  • We will respond within 17 business days from the receipt of all required documents. If there is any delay, we will make sure to inform you. 
  • After eligibility is approved, a notification will be sent to your mobile phone with a referral for a loan from the bank in agreement with the department. The payment can be viewed in the monthly benefits slip. 

Stages of loan approval

  1. In the first stage, you need to send us the application and documents through your account. 

  2. The application will be reviewed by a welfare worker, who will respond within 26 business days regarding eligibility for the loan.  

  3. Transferring your details to the bank - after receiving the details, the bank will send you a notification that the loan can be utilized at any branch of the First International Bank of Israel, at your choice. 

  4. The referral for the approved loan will be valid for 4 months only, and the loan must be utilized at the bank before its expiration.

  5. Loan utilization - the bank will notify you via SMS about the transfer of the loan to your account. From this stage, the loan repayment amount will be deducted monthly from your benefits.

Loan guarantee

  • In some cases, it is necessary to present guarantors to the bank for the loan. The guarantors will commit to repaying the loan to the bank in case you are unable to pay.  
  • The guarantors can sign the guarantee at any of the bank's branches, not just the branch where you chose to apply for the loan. 

Modification or cancellation of the loan

If you need to cancel an approved loan, or shorten or extend the repayment term, please inform the welfare worker.
