Funding caregiver support for home care
What can you receive?
In cases of difficulty with daily functioning and the need for personal nursing care, we can assist you in funding nursing hours with a local or foreign caregiver.
Assistance will be provided to eligible individuals who are not employed, provided they do not receive nursing assistance from the National Insurance Institute.
There are two ways to receive assistance:
Referral to nursing companies that work with us.
Reimbursement that will be added to the monthly benefits.
How many hours of assistance can you receive?
Up to 83 monthly hours for one person.
Hourly payment: 70.13 ₪Last updated on 1.1.2026 (according to the National Insurance Institute rate).
The number of hours is determined using the functional assessment form for providing nursing assistance.
What is reviewed in the assessment form?
The functional assessment form is completed by a physician or nurse to evaluate function in three aspects:
Basic function (mobility, eating, bathing, and more).
Household management (meal preparation, shopping, home maintenance, and more).
Cognitive assessment.
Each limitation is scored based on its severity (independent / requires partial assistance / requires full assistance). Ultimately, the score is converted into the number of assistance hours using the assistance calculator.
Cases where the evaluation form is not required:
During chemotherapy, biological treatments, or radiation therapy performed due to an oncological illness, assistance for personal nursing care will be approved for up to 40 hours per month based on medical approval, without the need to present a functional assessment form. If a form is submitted, assistance will be provided at the higher scope of the two options. This assistance will be granted during the treatments for a period of up to 6 months.
After an open-heart surgery or bypass surgery, assistance of up to 40 hours per month will be approved based on medical approval or a summary of the illness, without the need to present a functional assessment form. The assistance will be provided for a period of two months from the date of hospital discharge.
For a parent who has lost his or her only child, is aged 80 or older, and lives alone, or for a childless widow aged 80 or older who lives alone - nursing assistance of 30 hours per month will be approved, even if a functional assessment form has not been submitted. If a functional assessment form is submitted indicating a need for assistance of less than 30 hours, the assistance will still be approved for 30 hours.
In the case of hospitalization in a hospital or rehabilitation center for receiving medical or rehabilitative treatment for an extended period, assistance can be provided during the first 30 days of hospitalization, even without submission of a functional assessment form.

Before you can exercise the eligibility, preliminary approval must be obtained. The process includes:

After receiving the preliminary approval, you can choose between four options:
Employing a caregiver through a nursing company
- You can choose a nursing company from those we have a service agreement with. We will send you a referral with the number of monthly hours you have been allocated.
- The nursing company will assist you in finding a caregiver that meets your needs.
- The nursing company is responsible for training the caregiver, supervising the work, and managing all employment conditions, including social benefits and insurance.
To receive the referral, you must fill out a form of application through your account and specify the name of the chosen nursing company.
Employing a caregiver independently
You can employ a caregiver independently and receive financial assistance for the care through a benefit included in your monthly allowance. In this case, the responsibility for training the caregiver and for the employment conditions lies with you.
To receive the payment, you must provide the welfare worker who accompanies you with the following documents:
Employing a foreign caregiver
You can independently employ a foreign caregiver and receive financial support for the care through a benefit included in your monthly allowance. In this case, the responsibility for training the caregiver, for the employment conditions, and for the payment terms lies with you.
To receive the payment, you must submit the following documents through your account:
- A valid permit for employing a foreign worker from the Population and Immigration Authority. You can apply for the permit on the authority's website (online application form for a foreign worker employment permit).
- A copy of the foreign worker's passport.
- A valid work visa for the foreign worker.
- An employment agreement specifying the start date of employment and the salary paid to the foreign worker.
- Social rights assurance form.

Employing a family member or an acquaintance
To receive assistance through a family member or an acquaintance, please contact the welfare worker who accompanies you.
